For programming, get into learning how to program from online courses. It's helped me a lot of a low price. I get lessons from Youtube and Udemy.com (for $10 each on sale).

Also, invest in a computer that can do 3 screens at once. 1080p is fine, but the point is one screen is going to be dedicated for playing the online video while you follow alongside it. Get Windows 10 Pro if you are going Windows as you will need the Pro edition for some features in development.

Edit: After reading some of your responses, I'm gonna go old man on you and throw some unsolicited advice your way. Remember, this is just advice from my experiences. Your mileage may vary.

College and Career

I work in the game industry. It's a blast, and most of my coworkers are actually pretty cool people (as long as I avoid politics). But it's an absolutely cutthroat industry filled with brilliant people that all have a bit of an ego and are judgmental. I'm a university dropout and have worked in customer service, design (briefly for a few months), and monetezation. I can say that because I don't have that expensive piece of paper, I have to work 2x as hard, and produce 2x the results that my coworkers do.

I've been told numerous times that if I had my degree, I'd probably be 2-3 steps higher than I currently am, but without it, I've hit a wall professionally unless I decide to take a different route.

If you wanna get into the game industry, the best way is to go to school and build connections. Breaking in is hard and either requires a connection or a lot of luck. Also, because of the way the game industry is going, becoming a renaissance man and a jack of all trades is a must. A good designer will have knowledge of programming, economics, business management, team leadership, and also have a strong understanding of different cultures. (Extra Credits is surprisingly accurate here).

Also, keep in mind that because working in gaming is so sought-after, it's not uncommon to compete with people that have masters degrees for the lowest level QA and CS positions just because they want to break in. Even when I worked in gaming Customer Service, I had coworkers with Engineering and physics degrees that were making 1/3 of offers from other companies because they wanted to be in gaming.

Finally, while I love working in Gaming, it's a hard life. 60 hour weeks are normal. Working holidays, weekends, birthdays, etc... is also normal and expected, especially during crunch. It's not so bad when you're under 30 or so, but it starts catching up with you really fast.

West Virigina

You go where the work is. Unfortunately, I can't think of any companies that are based out of West Virginia. Sure, some companies allow their employees to work remotely, but that's the exception, not the rule (attending scrum and standups aren't the same over zoom). If you plan on working in the game industry, expect to most likely work in Silicon Valley, Los Angeles, the Pacific NW, or Austin.

Moving to Japan

Ah the dream of Living Overseas. I'll just be blunt: If you want to live in Japan, then you MUST go to College. It is almost impossible to move there for long term without a degree. You'll require company sponsorship (which they won't give to someone without one), or you'll have to teach English. The nice thing is that if you do get a degree, break into the industry, and learn Japanese, you'd almost undoubtedly be a shoe-in for some jobs. Also keep in mind that if you do anything in Japan aside from teach English, you'll be expected to put in an ungodly amount of hours...even more than you would here in the States.

Being Black

This was gonna tie a little bit into every part, but I decided instead it deserves its own spot.

-- College

Blacks in STEM fields (what you should be learning if you wanna get into gaming) are highly sought after and receive a TON of scholarships and grants. Take advantage of every single one of them you can. I dated a black girl during my short time in university and found out that she received so many grants and scholarships that she had almost the entirety of her tuition, books, and housing paid off.

-- Career

Much like schools, blacks are really sought after in the game industry to hit diversity metrics and to make HR and C-level execs feel good about being "diverse" -- particularly because the industry is almost 100% left leaning. Take advantage of this. Prove you're not just a diversity hire, and that you're good at your job and you can practically write your own meal ticket.

-- Japan

I'll be honest -- this one will be a bit rough for you. I've spent a fair amount of time in Korea and some in Japan. While they're both beautiful countries with great people, there's a pretty strong racist undercurrent in Asia. This isn't to say people will be mean to you, infact, most will probably go out of their way to be nice if you're in a large city like Seoul or Tokyo, but that's because many of the locals will see you as an oddity. Whenever I'm in Korea and I see a black person, I notice they get a lot of extra attention, and that's not always good because there's many similar negative stereotypes they follow that are similar to the ones in the US. How this translates to permanent residency and/or job hunting? I honestly can't say, but I feel like you should at least mentally prepare yourself for a rough time just in case.

Either way bro, you have your whole life ahead of you, and you shouldn't worry too much about what I said. Go your own way and do what's best for you.

You're still a kid. Here's a few tips for you.

Don't talk about your sex preferences. Waifu pillow's fine but keep that stuff to yourself. Part of being a man is understanding that another man can take care of himself. You don't ask how and you don't say how you do either.
A woman will always, always see you for what you can bring to her. As you mentioned being a negro, a lot of white women will see you as a status symbol, like some cute pet they can brag about. Keep that in mind. You can certainly use it to your advantage but remember why they want you in the first place.
Jerk off before taking any important decision. Should you go see that girl? After jerking off you'll think more clearly. If you just wanted sex, suddenly you'll wonder why there was even a decision making in the first place.
Never marry. Ever. This is the single worst thing you can ever do. If you are even unsure about it, go see #3. If someone is pressuring you into marrying, remember your well being is the last thing on their mind.

And finally, if you got a dream, work for it. Men have a craving to get things done. There is nothing better in life than seeing a project come to fruition. You want to develop vidyas? Go for it.

Have you considered a programming job outside of video games? There are a lot of dudes out there who also like video games and want to do the same thing. I personally would not want to be competing with all of them for that job. There are probably other programming jobs that are easier to get into and also pay better, just because people aren't aware that those job even exist.
