Romans did fine for awhile... mostly due to the stupidity of their enemies.
That ended with the Thesalonian? Javalin men who refused to close with the Romans and masecred them...
They also had to take up Calvary and longer swords due to mobility being more important.
Tactics are only good until counters are figured out.

New enemies always found new ways to beat Rome and crush them in one or two battles. The Romans always adapted and ended up winning in the end. First they organized legions to conquer the Italian peninsula. After that in non sequential order: developed siege engines, sufficient navy, calvary, Marian reforms, Augustan reforms, logistics, and on and on. They conquered Thessaly who initially gave them trouble as they did with the Carthaginians, Seleucid Empire, Goths, Nubians, Greece, Parthians, etc.

The story I read with the Thesalonians was during their decline if I remember correctly.
I read it in a book called: "Readings in the evolution of warfare" which was an ROTC training pub.
I've never been into Roman stuff too much. Just enough to realize that their system was fairly dated, and mostly worked due to their enemies attempting valor based combat rather than really thinking how to beat the Romans.

Rome fell because of it's cultural and legal decline. Rome is the epitome of continual military adaption and advancement. No other civilization had really even tried. Maybe one thing here or there that they abused until someone countered it an annihilated it, but every time they faced a new game changing strategy or weapon, they learned how to use and integrate it and counter it or at least neutralize it.
*Rome's enemies weren't stupid. Rome was genius. Where most other civilizations or tribes had little to no innovation, adaption, and acclimatization, Rome was a master at all three. It's no wonder they conquered the entire Mediterranean from just a small city state. The only thing that could stop Rome was Rome itself (which is what happened) with the only possible exceptions being Hannibal besieging Rome after Cannae and Greece unifying to defeat Rome, but the Greeks only ever accomplished this against the Persians.
*Suppose the Goths could have unified, too, but they never accomplished this ever.

Empires rise & fall, because the structure of an Empire, is dependent towards a "conquest system" with a constant "enemy/danger", allowing for growth & expenditure. Most Empires crumble and fall, because of Hübris (lack of temperance) of unchallenging lazy or mad Elite Rulers (Caligula, Nero, etc.); but also because of a multitude of factors conveying towards a collapsing economy & stagnation of the conquest system (when borders are too big to administer & corruption runs large & wide).
