Are you paying child support?

My understanding is if you are paying child support, those expenses should be included when it was calculated. You owe nothing extra. YMMV.

Is she litigious? If she's going to file a motion to compel you to pay for a phone, the legal fees for an hour of lawyer's time can exceed the cost of a year of cell phone coverage from a budget provider.

The phone is going to you be your lifeline to your daughter when she is not with you, so it sounds like a reasonable investment.

Nope, not apart of child support. I work for child support Services in Colorado. Custodial parent decides how monthly support is allocated. If she wants daughter to get a cell phone, she pays. She can use monthly support though.

Not unless it's in the interim order or final divorce decree but you must check with your lawyer.
