Isn't this considered luring a minor? I know the law varies state by state but the gist is grooming an underage person to have an intimate moment... and I think it's a felony.

Whatever she said he said is irrelevant, what she's not understanding here is that because she above the age of consent and he was below the age he couldn't consent regardless of what he said or did, he's below the age of consent, he can say whatever he wants but still consent isn't possible because he's not of the legally mental capacity to understand and therefore not able to consent.

The law is quite clear, its like this, if a woman with learning issues cannot understand a medical procedure then she cannot consent to the procedure regardless of age because she does not understand the implications of the procedure. She needs an advocate or a legal action of consent.

The law is applicable in the same way, so regardless of what they boy said she committed a sexual assault on the boy, abusing her position of authority and her power over the boy.
