Feel like both of them are arseholes, cop dude was taking extra swings there after the first punch when she was about to lose balance anyway and then pulling out the baton at the end seems a bit unnecessary considering she's a tiny smashed chick who can barely stand. Pin her down, bracelets on and take her to the pound to sober up overnight, maybe a fine at the end. Seems a bit far to smash her head in with a baton when you got all your piggy buddies next to ya.
