He's currently living at my house and working at a job I helped him get, making just enough money to pay for the food we cook him and the utilities he uses. His car is slowly breaking down and he can't afford to fix it, he can't afford insurance or to pay the fine that is blocking him from getting his drivers license but without being able to drive he won't have any income whatsoever. He's definitely undiagnosed with something, maybe borderline schizophrenic. I've made him go to doctors and they just give him pills that don't seem to work which he then promptly abuses, at any rate he can't afford doctors anymore and they have been unhelpful anyway.
The government recently raised his garnishment to 50% of his check. That leaves him with just enough money to live but not enough to pay off fines, get his DL reinstated, pay medical bills or anything. He's easily overwhelmed by any sort of paperwork whatsoever, I basically do it for him. I'm pretty sure he's always been like this, he always ends up with controlling women who will take care of him but then end up taking advantage of him.
His wife left him a few years ago, up until then he'd been holding down a great job for nearly a decade, drug free even though he had the proclivity and was faithful to his wife to a fault (I often teased he was whipped, she barely let me hang out with him). Anyway her mom died and she was set to come into a big inheritance, she packed up the kids and left my friend and also filed a restraining order. He went right off the deep end into an eight ball of meth and moved back to the state I live in. Their house was repo'd and his wife cleaned out his bank accounts, he just threw up his hands and said the world was against him.
Fast forward a year and he's still getting restraining orders from half the country away, but now his drug life lands him in jail for nearly a year. He was also abused by the police and guards, "tortured" is the phrase he uses. They also lost most of his personal possessions he checked in with but I won't get into that, needless to say it sounds like he has a case against them that he will never follow up on because he can't afford a lawyer. After they let him out he came to live with me where he's been mostly drug free and employed for two years.
So now it's been almost 4 years since they split, his wife (he thinks they are still married because he never signed divorce papers?) occasionally calls him (maybe once a year) tracking down his number somehow but he never initiates those calls for fear of the restraining order. He hasn't talked to any of his kids because "she won't let him". Occasionally she taunts him with letting her new husband adopt his children, he even agreed to it to escape the crushing debt he has (since he can't contact his kids anyway) but she never followed through, he thinks maybe she's just messing with him or that she may possibly be involved in fraud.
He talks about suicide all the time, how justice doesn't apply to him and that his financial situation is hopeless and getting worse even though he works full time. Honestly he seems to be right. I've told him to apply for financial hardship or something but he can't do anything himself, he thinks it's pointless to try and it will only bring him more pain and end in failure.
Is there anything I can do to help him? I encourage him to work every day, and that it will be rewarded. It was starting to work when he had finally saved up enough to pay me back for the car he purchased, he actually had a slow increase in savings. I think his child support garnishment was at 30%, but they just bumped it to 50% and he really can't even afford to be alive anymore. He made it worse and relapsed with drugs and nearly lost his job. What are his options?

Tbh sometimes confronting someone with a harsh reality is the best. Sometimes you just gotta leave the house and tell them hey look the guns on the table next to the bread. Either quit being a pussy and live or quit being a pussy and die. It's harsh but one way or the other it will help him realize which direction his life or lack thereof need to take. Sorry if this is mean I understand that it is but eventually you can't play games like this anymore.
