I have been in the same situation as you and still am for the most part. I'm 21 as well.

First things first. Lift, eat right and take care of your health. I went from skinny fat Gandhi looking dude to 17% BF 168 lbs with the physique of a UFC fighter. So it's possible and very easy.

Next take care of your mindset. Years of abuse by yourself and others destroys your inner self. You start believing the lies they tell you. They tell you to look at yourself as a "Kissless virgin". Thats how I've looked at myself most of my life. I kept telling myself I'm a fucking loser and what not. But you have to realize that doesn't define you. Taking the red pilll made me realize that this was just hierarchal bullshit done deliberately to me by others to keep me down. I never was really what they called me. They knew I was more then that but they don't want me to succeed so they pushed me back to extreme isolation and social ineptitude and inadequacy. But really deep down Only I know who and what I am and Kissless virgin is not how I choose to define it.

Next step, education OR money. I go to a good school and study engineering and economics. Tje goal here is to use that to get a good job. You DONT need it. You can make money doing anything else your good at. My buddy runs an online business and makes $100 a day in passive income. You could do that too.

This step is what I struggle with and have in common with you. I have a hard time making social connections and meeting women. But it's becoming easier definitely. It's mostly yourself telling you that you are shit and then by doing so you end up screwing up. But I decided to try and build social connections through a neutral framework and guess what. I realized it wasn't nessecarily true. I made a few friends here and there. People who would've previously mocked me are good friends of mine now. With women I approached three girls and 2 gave me their numbers but ghosted me. The second girl was an 8 and she was really into me but because I didn't message her back at the right time she brutally denied me. I was devestated. But I learnt from it. Despite my struggles with women I'll come back and try again this summer.

I am not perfect. Far from it. I struggle from what your feeling all the time. But I can tell you one thing. That doing the above stuff has taken me to a much better ace then where I was last year. So just try, be consistent and I really deep down believe it's possible.

Get a job. Bar tending will teach you a few things about working with people for example.

When your finances allow it, move alone.

Learn whatever is needed to do something else that pays better (1-2 years). Go to college if you feel you need it, but if you do, finish it.

Exercise. Whatever floats your boat is a good start, running, swimming, lift weights, contact sports.

Go from there.
