Alleged Rape is a Powerful Propaganda Tool. It has been used by many hate groups:

1: 1930s Germany, the government claimed that there were a large number of cases of Jews raping German girls. The government approved a movie that depicted this. It showed an older Jewish man stalking blond German women. It was claimed that rape was part of Jewish culture. This was to incited hatred of Jews.

2: The KKK claimed that Blacks were raping white women. Allegations sometimes resulted in mobs hanging the Black man without trial. This was to incite hatred of Blacks.

3: There was a story that English nobles would rape Scottish women on their wedding night - that this was a right that they had by law. There is no evidence that this ever happened. It is to incite hatred of the English.

4: Rape numbers are greatly exaggerated by feminist groups. This is to incite hatred of men.

The graph shown is taken from the wikipedia article on rape. Source: National Criminal Victimization Survey (NCVS). Note that the data end at 2003 because after that, rape was no longer identified as a separate crime. Beginning in 2004 it was lumped together with attempted rape, sexual assault, and attempted sexual assault. I cannot find any exclusive rape numbers post 2003.

From this report, the "modern definitions:"

Rape is the unlawful penetration of a person against the will of the victim, with use or threatened use of force, or attempting such an act. Rape includes psychological coercion and physical force, and forced sexual intercourse means vaginal, anal, or oral penetration by the oﬀender. Rape also includes incidents where penetration is from a foreign object (e.g., a bottle), victimizations against male and female victims, and both heterosexual and homosexual rape. Attempted rape includes verbal threats of rape.

Sexual assault is defined across a wide range of victimizations, separate from rape or attempted rape. These crimes include attacks or attempted attacks generally involving unwanted sexual contact between a victim and oﬀender. Sexual assault may or may not involve force and includes grabbing or fondling. Sexual assault also includes verbal threats. (emphasis mine)

The report for the newest dataset is for the year 2016. In it, "rape + attempted rape + sexual assault + attempted sexual assault" has an incidence rate of 1.1 per 1000. This is about half of the rate in 2010, the last year in the "Female Victims of Sexual Violence" report.

To play devils advocate here, rape numbers are also down due to "Crime Downgrading," where police want their numbers to look good for ComStat. Police downgrade gang murders to non-criminal deaths and try to talk prostitutes out of filing things as rapes.

It isn't a collective effort to not believe women, but to downgrade the crimes of the poor (and affects poor gang murder victims as well). There is a great ReplyAll podcast on it here:

This is objectively good news and yet, there are still plenty of loud voices claiming that sexual assault is rampant on college campuses and in public. When the data doesn't match perception, it tends to cause problems, among other things.

We should not count the number or "actual rape" because the actual rapes don't reflect the culture of the people.
You shoudl only count the rape claim and multiply them by 100 to adjust for the unrepported rapes...
To show you how much rapes are all around us in our culture, I was in a bus the other day and an ugly man told my female friend that she looked gorgeous. But the guy was overweight and ugly so we went straight up to the police station to repport this sexual assault...
