The problem is right there in the name. "Violence Against Women Act." All the reliable statistics show that IPV is about equally committed by men and women. So why create a law that protects only female victims? As other posters have pointed out, this bias runs through the bill all the way from its name, to the way it's written, to the way it's implemented.
Moreover, when domestic assault laws in Russia were recently brought in line with general assault laws, the sponsor of the change in the law (a female lawmaker) made a very good point. She said that as it currently stood, your neighbor could slap your wife walking down the street and be charged with a mere misdemeanor, but the moment she walks into your home, and you committed the same act [or, I would hasten to add, if we're talking about European law or VAWA, a whole slew of behaviors that are not otherwise crimes at all, like "psychological violence"], it is a criminal offence.
I don't usually have much good to say about the Russian legal system, but I have to admit the lady has a good point.
