Im not buying the gym's reason also.

The sign is pretty clearly trying to illustrate the various styles of sleeveless shirts that women would try to claim "well it didn't mean THIS kind of shirt"

It's no sleeveless shirts... That's as gender neutral as it gets. They don't want your armpit sweat slinging around the gym.
