Which citizens exactly? ALL citizens? Does every citizen have such responsibilities?
Hmm, maybe it's not that good as an idea. Men can fight better than women, while women can better birth children. Hey, I have an idea: Additionally to all and exactly men having the responsibility to fight for your country, all and exactly women should have the responsibility to get children. That would be needed in times of low birth rates. I'd like to have such a system in Germany too.
And if women don't act according to their responsibilty, they are felons.

When a man and a woman like each other very much, they hug each other really strong.
The exact system would have to be designed. You could force a woman to get a child if her boyfriend or husband wants one, you could force a woman to get a child if there's someone, or a pair of someones, who wants to adopt it, or you could make something completely different.
Just like you'd force a man to fight, which probably has a way higher danger of death in an actual armed conflict than a woman getting a baby in times of low birth rates.
So yes, I have to take it literally, because you literally want men to have more responsibilities than women, without getting more rights in exchange. If you want men to do it out of "appreciation and respect" you shouldn't force them by threatening to take away their rights as righteous citizens.

Just a little cynicism by me.
I know about a responsibility all citizens have, in virtually every country. They have to pay taxes. I wouldn't see adherence to laws like prohibition of assault as a responsibility, since that is not imposed to citizens in a country but to people. Other things, like having to sign up your business in a nationwide registy, or whatever you might think of, applies to all citizens, and it just goes back to having to pay taxes. That's what I understand when it's about responsibilties.
The fact that there are no responsibilities only women have and the fact that you defend the male responsibilty to fight.
Then why make registration, or the equivalent in most other countries, mandatory?
Would you describe forcing all blacks to work the dangerous jobs for the benefit of a mixed-color society as dystopic? If yes, why are you content with slavery based on one congenital feature, but not with slavery based on another congenital feature? If no, would you be ok with it?
