Turns out the punishment for spreading child porn and bullying someone is just being not allowed to travel anywhere with the band again. Not expelled, not charged and not kicked out of band.

Just look at it from the point of the school:
They can expell her just from people saying, which is bad.
They can expell her after getting proof for what she did. Therefore someone from the school would have to look at the photos. I know I wouldn't look.
Or they can outsource the burden of proof and rely on what someone with a little more criminalistic (legal) experience with underage pornography says. That would be the police. Which was not involved.
Yes, maybe they should have contacted the police. It was, most probably, a failure on their own side. But your friend, the victim in this story, could also have pushed. His parents could have pushed. No one did, so police wasn't even informed.

Yeah, but therefore the state needs to know about it.
I don't know if there was some kind of a deal between the school and her, which involved the school not going to the police. But neither the victim, nor his parents, nor the OP, informed them. Which means that they could do nothing.
