I didn't read the article (maybe this is answered in there) but the title alone raises a thought in me. If the answer to the question is YES, does this justify FGM, after all this is exactly what the answer is for MGM that is reduces some rare conditions in men (which can also be solved by just regular cleaning).

Imagine for second if someone were to suggest cutting off the breasts and removal of breast tissue from infant girls because it would virtually eliminate breast cancer and other health problems associated with having large breasts. There would be no social stigma because no one would have them and we would save so many lives. I doubt anyone would agree to do it of course

There was something I saw that said it did have a reduction in transmission of HIV like people claim mgm does, but we all know it would not become a reason to do it because it's their body their choice.
