US Government flyer from the CDC does not refer to rape of males by females as rape, but as "made to penetrate". Using this terminology dampens the perception of the severity of male rape and decreases the likelihood of it being taken seriously.

Women initiate partner violence more often and are more likely to be sole aggressors. And they know this, because it's their own data.

perpetuates the mentality that rape is a "gendered" issue. If they included men being "made to penetrate" in those numbers, the statistics turn out very differently

That's because legally it's not rape unless there is penetration. Being forced to penetrate isn't legally rape. The problem is the legal definition of rape, but honestly, the CDC isn't responsible for the definition of rape. Now, if they are speaking colloquially, they should call it rape.

I actually have to call bs on this one. The stats are from the 2010-2012 survey. I believe they use the same definition as the FBI, which until 2013 did not include 'made to penetrate' as rape. The guidelines were stupid, but the CDC has to follow the rules. At least, they gathered data about FoM rape.
