That is a good point. Doesn't their eula say they'll protect users from harassment and abuse? What happens if an initiating company breaks their eula?

Are people formally reporting these tweets?

Dont trust Twitter to monitoring these tweets or treat complaints as seriously as when they come from women and feminists.

When you see tweets like that report them. Even if Twitter doesnt respond you still have the room to say, "I reported this harassing/threatening tweet. Why was nothing done?"

Make Twitter puts money where its SJW money is.
