Working in the same sector and country... this is probably more a desperate attempt to increase enrolments, and thus funding, than anything else. The polytechs in NZ are all shit poor right now from what I've been hearing. They are probably mainly trying to pump students into courses they otherwise wouldn't have considered.

Would it be possible for a men over 25 to apply, be denied and then for him to sue the school?

FYI: Scolarships are funded by an outside party, and as are exempt from human rights or discrimination legislation. This enables you to set up and target a scholarship very specificly, to a tribe, region, gender and with performance targets or poverty targets. Since many private scholarships were set up in the 70's by now long dead donars we still have buckets of money for women, but none for males, except by belonging to a club/sport or region/tribe.

It would be interesting to find out if this is funded by a gavernment subcontractor that is themselves bound by the human rights act or the Education ministry which is not.
