My thought is follow the letter, ignore the intent. Just generate lots and lots of paperwork for the police till they get sick of it and recind the order. I mean I intend to have sex with every person male and female in the entire country every day. My intentions and my actions don't line up, and I need consent from the people I do have sex with.....but that doesn't change my intent to have an undoable amount of sex.

Even if he just fills out the paperwork for 50 or 100 women who's name he pulls out of the phone book, that would generate ridicioulus amounts of paperwork for the police and undoable amounts of work if they are obligated to go talk with these women for some reason.

Follow the letter, give the notifications for intent to have sex. Don't follow the intent of letting the police know whom your actually likely to have sex with.

Once he gives notice, is he required to have sex, or does he still have the opportunity to withdraw consent and not have sex?

In Northern Ireland, when you buy fireworks you must inform the emergency services of exactly when and where you intend to use them. If for whatever reason you don't use them you must return your fireworks and inform the emergency services that the event did not go forward. I assume this is similar in that if he fails to have sex in the given time he must call the police to tell them and hand in any condoms or sex toys he may have been planning to use.

That shouldn't be fucking legal, I wonder frankly if they try barring these people from trying to fight back or sueing if we shouldn't have some kind of organisation that specialises in sueig on their behalf or something.

I don't know whether that would be legal though as I'm no lawyer, if there's no conviction they shouldn't be able to do this.

Apparently these orders were introduced last year. They appear to be the sex equivalent of an anti-social behaviour order (ASBO), which were introduced in England in 1998. Below is an excerpt from the guidance published for the Sexual Offences Act 2003.

A Sexual Risk Order (SRO) can be made by a court in respect of an individual who has done an act of a sexual nature and who, as a result, poses a risk of harm to the public in the UK or children or vulnerable adults abroad. For a SRO to be imposed, the individual does not need to have committed a relevant (or any) offence. An SRO may impose any restriction the court deems necessary for the purposes of protecting the public from harm (this includes harm from the defendant outside the United Kingdom where those to be protected are children and vulnerable adults), and requires the individual to notify the police of their name and address, including where this information changes. An SRO is available on free-standing application to a magistrates’ court by the police or National Crime Agency.

In may if this is sustained, it will on the magistrate's head if that man kills himself. Invasion of privacy doesn't get into it. If he is really that much of a danger to society jail him. that's one of the few things jail is meant for. "He plans to have sex with"? I would be on the phone with the police multiple times a day, as a form of protest. It's easy enough to unilaterally plan on having sex with a woman. Every man understands that; and every man can sympathize with striking out and having his plans come to naught.

I'd like to field another point of view - that of the couple (if he ever gets in a relationship with this chain around his balls and neck). Basically, can you imagine having to hand your details to police each time you wanted to have sex with your boyfriend? Or having to organise your lives around these crude sex appointments? I fail to see how one could have a healthy relationship in this scenario. I wouldn't be surprised if that poor man became very depressed.
