After reading the report, this isn't a gender issue; it's a race issue. The report details numerous accounts of the NYPD targeting minorities in order to fulfill arrest and ticket quotas. Put into perspective, it's not really about manspreading. It's about the abuse of police powers, which in my opinion, is a far greater concern.
