This is a story about (lukewarm, unsatisfying) justice against bad law enforcement, but has absolutely nothing to do with a Pussy Pass. Did you even read the article that you posted?

Two women were raped in their homes and provided a description to police. The arrest and completely immoral interrogation of the innocent man was entirely on the police force. The women did not know him, identify him, or even implicate him at all. They had no idea who their attacker was; the police just thought that the innocent man matched the description and ignored evidence of his innocence.

I would expect another zero at the end of that figure. If I go three years to jail not only I'll loose three years of income which is already more than 160k, but I'll also loose my job, my mortgage and what not.
