i think i'm with /u/fascap. the mother still has a right to talk to her kids (and the kids have the right to talk to their mother). It's not a terribly unreasonable thing to ask for, I don't think.

The dr appointment things sound like the things you should be upset about. But asking to talk to the kids while theyre on vacation doesnt sound terribly bad to me. My mom is taking care of my niece and she's upset that my brother hasn't called to talk to his daughter MORE. Wanting to talk to your kids is not a bad thing.

Wow. Sounds like a crazy situation. I get that it can be excessive. But I don't know that I'd categorize that as bad. Do your children live with you full time as well? That's a pretty big win in and of itself to be honest.
Frankly if it were me I wouldnt' worry as much about her wanting to talk to them more, but the setting their time up while they're with you is a little more concerning. Though I'm also a little conflicted on that, if she doesn't have them much. IDK man. SOunds like a complicated situation. Good luck with it all
