It's probably ment for Germany since there was a push to make men sit instead of stand because it's less sanitary to stand and pee. The British show QI did a bit where they asks the guests what a German device was for and it would say no no no if you lifted the toilet seat.

I'm not one to support vandalism, but if I saw this sign in a men's room I'd probably just tear it down and throw it away.
