Does anyone know if the two year overnight average is prospective or retroactive?

Does anyone know when child support would be modified using the two year overnight average?

For example,

Year 1: 52 overnights

Year 2: 157 overnights

Average: 105 overnights

At the end of year 1, can child support be modified?

At the end of year 2, can child support be modified?

Is the child support perpetually stuck as the average of these two years because it was in the court's order?
