As long as you remain on title you remain liable for any accidents she is involved in as the owner. Keep your auto insurance until you are off title. So you need to make sure title is officially transferred to her. The easiest way now to do this is go to you AAA office and have them handle it. Of course you can do it with a visit to theDMV office but expect long lines and possibly the need to make an appointment.

Depends on a few factors. If the car is paid off, then you can just transfer the title to her name. But there could be taxes due. You need to check with the DOL for your area for a gift vs divorce vs sale. In WA even for a gift you still need a bill of sale, to pay a small fee (I think like $13) and taxes will be collected on the new tabs unless the vehicle is greater than 10 years old. Many states don't require taxes be paid again when a vehicle is sold person to person. So the actually transfer is no big deal, but the taxes can be.

If there's still a loan on the car, the title can not normally be transferred with them getting a new loan or the current loan holder signing off (super rare). Ie they get a new loan, you sell the car to them, the current loan is paid off by the new loan and a new title is created.

There is a form with motor vehicles usually. Make sure your off the loan first if there is one.
