She is considered the foremost expert on sexual violence in the US. She is the one that started the 1 in 4 American college women is sexually assaulted myth by counting all sorts of things the "victims" didn't. A man misinterpreting a situation going in for a kiss and then backing off when she pulls back, puts up her hand, or turns her cheek is a sexual assault on a woman. As you hear in her own words the woman's studies professor and trusted expert that literally wrote the book on measuring prevalence of sexual violence does not call a woman drugging and riding a man bareback rape ... or even label it sexual assault ... it is merely "unwanted contact"

You see she has been saying this for decades and was instrumental in creating the methodologies most (including the US and many other government agencies around the world) use for gathering rape statistics. E.g.

She is an advisor to the CDC, FBI, Congress, and researchers around the world and promoting the idea that men cannot be raped by women. There was a proposal to explicitly include forced envelopment in the latest FBI update to the definition of rape but after a closed door meeting with her and N.O.W. lobbiests, it mysteriously disappeared. She has many many followers and fellow researchers that follow her methodology and quote her studies. That is where most people get the idea rape is just a man on woman crime. Men are fairly rarely penetrated and it is almost always by another man.

Most people talking about sexual violence refer to the "rape" (penetrated) numbers as influenced by Mary Koss's methodologies, but in the US the CDC also gathered the data for "made to penetrate" (enveloped) in the 2010, 2011, and 2015 NISVS studies.

For three of the other forms of sexual violence, a majority of male victims had only female perpetrators: being made to penetrate (an estimated 82.6%), sexual coercion (an estimated 80.0%),

So if made to penetrate happens each year as much as rape then by most people's assumed definition of rape then men are half of rape victims. If 99% of rapists are men and 83% of "made to penetrators" are women ... then an estimated 42% of the perpetrators of nonconsensual sex in 2011 were women.

But since made to penetrate is not rape, the narrative is that men are rapists and women are victims and boys/men that are victims are victims of men. Therefore most of the gender studies folks create programs to teach men not to rape (e.g. /r/science/comments/3rmapx/science_ama_series_im_laura_salazar_associate/). Therefore there is justification for having gendered rape support services which means almost none for males victimized by females.

And before you think that was just one study, it wasn't. The prior year numbers have been pretty close between the sexes every year, and that's before the fact that male victims go much more underreported than female victims.

data revealed that over one year, men and women were equally likely to experience nonconsensual sex, and most male victims reported female perpetrators. Over their lifetime, 79 percent of men who were “made to penetrate” someone else (a form of rape, in the view of most researchers) reported female perpetrators. Likewise, most men who experienced sexual coercion and unwanted sexual contact had female perpetrators.

a 2014 study of 284 men and boys in college and high school found that 43 percent reported being sexually coerced, with the majority of coercive incidents resulting in unwanted sexual intercourse. Of them, 95 percent reported only female perpetrators.

National Epidemiologic Survey on Alcohol and Related Conditions found in a sample of 43,000 adults little difference in the sex of self-reported sexual perpetrators. Of those who affirmed that they had ‘ever forced someone to have sex with you against their will,’ 43.6 percent were female and 56.4 percent were male.”

when asked about experiences in the last 12 months, men reported being “made to penetrate”—either by physical force or due to intoxication—at virtually the same rates as women reported rape (both 1.1 percent in 2010, and 1.7 and 1.6 respectively in 2011).

Just maybe, rape isn't a gendered issue and we should stop treating it like one. But if we acknowledge that, then we would have to point the blame at "rapists", rather than "men". RAINN data, along with CDC reporting data, and all other data surrounding rape in the western world has been specifically designed by feminists to exclude men.

None of this crisis response occurs, of course—because the crisis doesn’t exist. During the 1980s, feminist researchers committed to the rape-culture theory had discovered that asking women directly if they had been raped yielded disappointing results—very few women said that they had been. So Ms. commissioned University of Arizona public health professor Mary Koss to develop a different way of measuring the prevalence of rape. Rather than asking female students about rape per se, Koss asked them if they had experienced actions that she then classified as rape. Koss’s method produced the 25 percent rate, which Ms. then published.

Koss’s study had serious flaws. Her survey instrument was highly ambiguous, as University of California at Berkeley social-welfare professor Neil Gilbert has pointed out. But the most powerful refutation of Koss’s research came from her own subjects: 73 percent of the women whom she characterized as rape victims said that they hadn’t been raped. Further—though it is inconceivable that a raped woman would voluntarily have sex again with the fiend who attacked her—42 percent of Koss’s supposed victims had intercourse again with their alleged assailants.

All subsequent feminist rape studies have resulted in this discrepancy between the researchers’ conclusions and the subjects’ own views. A survey of sorority girls at the University of Virginia found that only 23 percent of the subjects whom the survey characterized as rape victims felt that they had been raped—a result that the university’s director of Sexual and Domestic Violence Services calls “discouraging.” Equally damning was a 2000 campus rape study conducted under the aegis of the Department of Justice. Sixty-five percent of what the feminist researchers called “completed rape” victims and three-quarters of “attempted rape” victims said that they did not think that their experiences were “serious enough to report.” The “victims” in the study, moreover, “generally did not state that their victimization resulted in physical or emotional injuries,” report the researchers.

I will give you the basic plot. Basically for years feminist were trying to prove rape was really common, but their own studies kept finding “too low numbers” (around 1%... which is already shockingly high). This should tell you something about what feminism really cares about, as few women being raped is viewed as a negative and unacceptable outcome, instead if something to celebrate...what feminism really cares about.

Then in the late 80’s Mary Koss devised a study in which she asked college women numerous somewhat vague and ambiguous questions regarding there sexual experiences e.g. Have you ever with someone who gave you alcohol? And most importantly she never asked them if they had been raped. If a women answered yes to any of the vague questions, she marked them down as having been raped (or maybe sexually assaulted, I can’t remember). Even though by her own admission, over 60% of the women she categorized as having been raped explicitly said they did not consider themselves having been raped; and that the majority of the women who had had a bad sexual experience said they considered it to be simply a result of miscommunication between them and the man, and not anything of a criminal nature. And she acknowledges that it was strange that a large fraction of the women who she said were raped went on to have long term relationship with their supposed assailants. She then rationalized this by saying most of them ended after a year or something like that, so this was a sign something was awry from the start (well... most college relationship probably don’t last very long anyway). It also implies that a minority of the women went on to have a voluntary long term, multi year relationship with their supposed rapist.

Needles to say with this dubious and obviously flawed methodology she was able to claim that 1/5 campus women had been raped. And having found a practice that obtained the “correct” overinflated feminist results, her methodology became the feminist standard of all subsequent sexual assault research done by feminist (which is most of the research).

By the way a study from UCLA used the same methodology on college men, and surprise surprise it also found the around 20% of college men had been raped by women. Unfortunately instead of realizing the obvious and enormous flaw in the way the data was collected and interpreted, it concluded that men were also victims of a rape culture.

Which I’m not saying rape doesn’t happen, but definitely not at such a high rate. The proof is people still send their children to college, so clearly they don’t believe these numbers regardless of what they claim. You want to know what people believe, look at how they act, not what they say. In fact feminists, who are most adamant about the college rape crisis are usually the most involved in convincing and encouraging teenage girls to go to college (and I’ve never seen one even warn the girls or their parents about the rape hotbed they would be walking into by going to college... instead they tell the how supportive and caring the environment is... it’s not until they have arrived and the school has their money that the “you’re surrounded by sexual predators” bomb is dropped on them, and the only solution is to join some prof’s feminist/women’s advocacy group: How campus feminists coerce young women into joining the sisterhood).

And if that wasn’t enough, even if the 1/5 college women being sexually assaulted figure were true, it would not be evidence of a rape culture as it’s a matter of simple math to show that such shockingly high numbers could easily be achieved if only 1% or less of college men were rapists (the majority of violent crime in general is carried out by a very small fraction of the population who are continual repeat offenders).
