If she is attracted to you and interested it's flirting, if she is not attracted to you and not interested its harassment, why is that so hard to wrap your head around. It's only logical.

harassment is a sliding scale, its whatever/whenever they want it to be. example: two different men, exact same behaviors at work, different percieved market value as potential mate, completely different results.

There's a scene from Friends that I always think of when I see this kind of stuff. When Ross can't flirt with the pizza girl and he tries with Phoebe. She says to him "why are you being weird?" and he asks "why do you like it?" and she replies "no that would be 'why are you being cute?'"
