Yes and no. It’s both. At least for me.
That, I miss the person, and to me, interacting with the person is what I want. So, I wanna reach out to them - both to share with them that I miss them, but also to hear back from them, their attention. For me, I miss someone when I crave their attention.
But it can definitely be toxic! For sure! - to myself and to my friend. I learned to only be like that with people who also enjoy it.
But this is just me, I try to not speak for others.

I think to could be about personal power; the first one maybe someone expressing and demonstrating forcefully that they are not happy about something and is affecting his environment over it.
