I think that statement could be taken as both hopeful and despairing. Hopeful in that a lot of men are getting sick of it and walking away and when women try to win them back men are saying "too little, too late". This is where I am personally.
The despair comes in when you consider that the small changes are "too little, too late" when it comes to helping men that have already had their lives ruined and/or committed suicide.

It's more of a criticism of the available resources for victims of domestic violence. 40% of victims are men, but over 90% of the resources are for women and only women specifically. Male victims are routinely turned away when they try to access some of those resources in order to get help.
Most times when people try to start a shelter for male victims they wind up being attacked by feminists, vilified by the media, labeled as "women hating misogynists" and "rape apologists" and whatever other bullshit shaming language is in vogue that week. Victims are often laughed at and dismissed, and told to "stop pissing her off" or "stop whining, you probably deserved it" etc. You know, just like women were 50 years ago. It was wrong then, and it is wrong now. Regardless of gender. Anybody, and I do mean anybody who is in an abusive relationship deserves the same access to resources and protection.

My grandfather is a perfect example. Granted he's not the bully type, though. He's quite nice. He was born in 1931, and he's the epitome of a real man. He's tough, and he never talks about his feelings. Like ever. My father has told me that's he's only seen him cry once - when his wife passed.

Fun fact about my counties past
We used to have a day for men as we have a day for women. 8. March is womens day while 22. December was mens day (it was officially JNA day. As in "Jugoslovenska Narodna Armija" or translated The Peoples Army of Yugoslavia). Why do i mention this? Well it because for womens day guys/boys gave women/girls gifts and then on JNA day women/girls gave men/boys gifts. That was a tradition.
I know my mothers friend was in a class where there were all girls and 1 guy. On womens day he bought them all flowers (for each girl and the teacher), then at JNA day they all collected money and bought him a bicycle.
After the fall of the Communist regime and the fa of Yugoslavia, JNA day disappeared. Now we only have womens day and so... We are a "modern" country now.
Sorry if this feels irrelevant to the topic. But this is something that i always remember when i hear about womens day.

Ask 100 people on the street what percentage of domestic violence victims are men. I bet most answers you get will be less than 20%. Most people don’t think of men as being domestic violence victims, and the 40% informs.
You could put “almost half”, which gets the point across too, but this works just fine IMO.
