The mohel/rabbi/doctor as well as both parents performing the circumcision must agree to have a fingernail excised without an anaesthetic so they can suffer in sympathy with the baby. If religious practice is so important, let them demonstrate how important it is to them rather than letting all the suffering be subjected on one too young to have any choice in the matter. If they refuse, it is then their decision that the religious practice is not as important as the suffering it causes innocents.
