that sounds good an well but obviously the levels of false accusation don't go well across the board, punishing someone for falsely accusing someone of stealing a candy bar shouldn't be the same punishment of false accusations of rape. All false accusations should have harsh punishments but an across the board solution wouldn't work.

The unique and devastating nature of rape is what makes false accusations so unique for that crime specifically. The accusation alone can ruin a person's life. It can get the person kicked out of school, it can cost a person their job, their family and their friends. It's also one of few crimes that can come down to two people's word. I can't think of any crime that a person can be accused of with the same outcome for the accused.

On a related tangent, this strikes me as an extension of the entire "women have more issues so we should take care of them first" line and a general pattern of justifying an issue based on false equivalencies.

For example, we have the entire "MGM isn't as bad as FGM, therefore MGM is okay" line of reasoning. Somehow one thing being "worse" than the other means the other is okay or even morally justifiable.

I think it is much worse to be jailed for a large number of years then to be raped. The punishment for false accusations of rape should be as bad as the punishment for rape (assuming accusation is proved explicitly false not just alleged rapist is found not guilty).

rape law is treated exceptionally as is, and it has to be confronted exceptionally to have any hope of reforming it.
