So this is coming from a conversation that came up at a family gathering. My nephews dad isnt allowed any visitation or access to records of any sort. The story is equals out to be that the guy is such a scum bag that my nephew had to stay at a residential facility for 3.5 years because of his dad. My question is should the dad be required to pay child support even though he has no access to the child at all either through records or visitation?

TL;DR Dad cant see his kid, should he be required to pay child support?
