Probably because men's sexual availability is assumed to be there at all times, while women get to signal in some degree with what they're wearing/saying/doing.

Anybody worth listening to doesn't mention what a girl is wearing when she was raped. It's mostly religious extremists or terrorists that actually talk about what a girl was wearing.

George's statement was too short to have a clear meaning. It's all in how you interpret it, and it can be interpreted as MRA positive or completely feminist if you so choose.

Generally, women get a lot of comments about their clothing outside of any discussion about rape, and men don't, probably because of a repressive society that thinks any hint of female sexuality needs to be shamed into being hidden. Especially for teens. If you're a guy, you've never had to deal with this.
