You may have a point. However, there's also the fact that the arm around the shoulder is typically done by the man to the woman. The woman typically just stands there, to either take a regular "two people just standing there" photo or to be the target of a hand-on-shoulder or semi-hug or whatever.

For men, there's something of an expectation that they will put their arm around the woman. When a man doesn't feel comfortable with doing this, sometimes the hoverhand is the result.

I think ignoring that expectation is the best way to deal with it. If you don't know someone well enough to put your arm around them, then just don't do it.

While I would expect it to occur more frequently with men, as they are much more often socialized to view their touch to be perceived as potentially predatory or malicious, I would not be surprised if some women also had compulsions about physical contact.

Wow never really thought about that OP, I come from an area where people are more touchy feely in general. Very interesting, I will have to ponder, lady hover hand and why we don't see it. It might be worth an /r/AskReddit or /r/TwoXChromosomes to see if there is similar phenomena, that men and boys are unaware of.

Edit: Between social awkwardness, anti-sexual harassment policies in the work place, and the sidehug in some communities, and cultures that generally are not very touchy I understand how hover hand became a thing for men and boys. IMHO hover hand is a symptom of a hobbled man or boy in western society. It's like in the Jim Crow south when blacks could not touch whites, as a social taboo except now its along gender lines instead of racial.
