The fact is that there are quite significant differences in preferences and traits between the populations of men and women and this branches out into a lot of different choices that men and women would make, including which occupations are chosen. A lack of a certain gender in a certain field doesn't necessarily have to be an indication of institutionalised bias and a huge amount of the disparity can usually be accounted for by different choices. In this case, women are innately more risk-averse than men, meaning that there would be far less women who are willing to take on careers that entail a higher level of risk.
The issue lies in viewing it as something to correct and hiring one gender over an equally or more qualified/able person of the opposite sex because they're underrepresented in the field to satisfy a meaningless metric such as diversity, instead of hiring people because they are good.
