The fact is that there are quite significant differences in preferences and traits between the populations of men and women and this branches out into a lot of different choices that men and women would make, including which occupations are chosen. A lack of a certain gender in a certain field doesn't necessarily have to be an indication of institutionalised bias and a huge amount of the disparity can usually be accounted for by different choices. In this case, women are innately more risk-averse than men, meaning that there would be far less women who are willing to take on careers that entail a higher level of risk.

The issue lies in viewing it as something to correct and hiring one gender over an equally or more qualified/able person of the opposite sex because they're underrepresented in the field to satisfy a meaningless metric such as diversity, instead of hiring people because they are good.

It's not talking about hiring. It's talking about applicants. It is definitely a red flag if you only have applicants of one gender. You should not artificially enforce diversity, but you also shouldn't be complacent with a lack of diversity. If you have a lack of diversity, you have to ask yourself why.

I work in geology. My graduating class of geologists was about 50% male/female, maybe even more women. In my first job working for an exploration company, there were no women. It would be easy to dust your hands and say "women don't want to work in such a high-risk, physically demanding job", but that wasn't the case. The women knew what work was expected of them when they did their degree. We did field trips where the women were just as capable as the men in doing field work.

I got my job at a mining convention. The people in charge of the companies were almost all men. Some of them would very blatantly flirt with young women looking for jobs, and imply that they could get hired if they came back to their hotel rooms. They would not treat the women as seriously when discussing academics or business.

When I started working, many of my coworkers were blatantly racist, homophobic, and yes, sexist. The actual work was great, but I hated the work atmosphere enough that I left after one year. If I were a woman, I couldn't see myself lasting even that long.

I know this is just one very specific example, but I think it can be representative of many industries out there. There are plenty of women who are willing and perfectly capable, but they are NOT welcome, and they are not treated seriously, and pretty much everything about the company is stacked against them. So women obviously don't stay in the industry, so they don't get the experience to become experts in the industry (even it were possible for them to rise up the ranks), so the industry stays male dominated.

But what's the solution?
Maybe it's diversity hires? But I personally think there are better ways. Inclusivity training maybe, more structured rules regarding workplace etiquette and harassment policies, avoiding putting people in major decision-making roles who have a clear bias against women, etc.
