Adult men aren't always put under for circumcision, the choice of either local or general anesthetic is made between the doctor and the patient (though I do see the point you're trying to make).

I need to stress to you that in terms of medicine infants are NOT 'little adults', and they can't be treated as such. We assess their pain using different methods and give different medication for pain as infants are physiologically different than adults.

In terms of general anesthetic, this type of anesthesia is far more harsh on the body, and while the risk due to today's medical advances is still relatively low, it should be avoided whenever possible. Honestly, I am tempted to say that the main reason adults opt for general anesthesia for procedures like this is anxiety issues, but then, I can't speak for everyone.
