Does accepting personal responsibility for risky behavior that leads to a crime include accepting that you are not a victim? or have no right to feel like one?

A RedPill submission (+62 score) includes a 4chan image mocking a woman who flashed her breasts and was assaulted in a crowd. The moderator who posted it agrees that the picture "is fucking hilarious" and another moderator suggests the concerns about the picture are comparable to white knighting that they've seen regularly deleting.

Many of the replies aren't about the picture, and a few start discussions about whether it is appropriate (included below the break for context).

One comment in particular argues "she was completely wrong to feel victimized ... These men did very little wrong here." Perhaps this is unsurprising: part of TRP's theory of modern sexuality is that women are not taking responsibility for the consequences of their actions and society gives them a free pass (see "hypoagency").

While the community sends mixed messages both in comments and many vote totals over whether the picture is appropriate/helpful, I'm interested in that particular idea.

Does TRP's consideration of hypoagency, and the need to correct it/take responsibility, imply that some people are not "assault victims" at all if they are responsible for risky behavior that contributed to it?

Wait...was that girl raped? Like 100%? One way or another, that whole thing seems a little fucked up. Like sure flashing her tits was a fucking awful idea and she totally could have foreseen the consequences, but what the fuck? That doesn't condone rape. She wasn't "asking for it" just provoking it. It's still bullshit that those men lacked the self control to not act like children fighting over candy.
