Well that’s almost certainly not the actual case. Almost all emmigrants leave their respective countries for lack of opportunity to become wealthy and powerful. There are wealthy and powerful people in the vast majority of countries. Those who are most the most wealthy and successful in pretty much any country can enter and leave at will and often maintain multiple residences globally and have no need to immigrate to your country - unless you live in a bona fide tax haven where immigration is required to achieve the tax savings.

Rich people leave poor countries because poor countries have shitty living conditions and they don't want to be surrounded by poor people. And that stat is just the super rich, the same concept applies to skilled workers that want to live somewhere better and also have the means to qualify for migration to Western countries.
Poor people neither qualify or have the money to migrate, unless you're a refugee it's not a cheap or easy process.
