Aerospace engineer (well one semester away) here. If I was looking to take flight with the wind I would select the tall man. Little extra weight but more surface area. But of course you’d need to consider weight of both specimens. I would also select the tall man to tip over more easily because his tipping moment would be much greater. The force required to tip a cuboid is lower if it's standing on one of the smaller sides because the center of gravity is higher up, isn't it? So shouldn't the tipping moment be lower for a tall person because their center of gravity is higher?

What I meant was the wind would be creating a bigger moment on the tall man because of the distance from his head to his center of gravity is larger than that of a short man, as well as his center of gravity being higher relative to the ground. But since a larger man would not only have a longer upper body but also longer legs, the increase in moment resulting from a bigger lever from head to S should be roughly equaled out by the increase in moment resulting from the also bigger lever from toes to S. S meaning the center of gravity.
I think the only important factor here is the surface. If you assume that both men have the same figure, then the taller man has a bigger windage (if that's the right word, I don't know engineering specific terms in English so I'm using a dictionary as best as possible). That would result in him getting pushed back more than the smaller man, but the likelihood of them tipping over should be roughly the same for both men, I think. Correct me if I'm wrong.

Since shoulder width doesn’t really vary with height we can assume that d stays the same. But the lever arm that the wind is acting on increased. Since this wind would act as a distributed load, as the load gets further toward the toes the effect diminishes greatly due to reduced lever arm. Which would mean the load has a much higher ability to act on the tall man with the lever continuing to work well for a longer period (from head to toe) because there is simply more body to impact. As far as airfoils go, the upper body has a much higher surface area and a geometry to act like an airfoil in flow while the two legs would just act as cylinders in flow. The relative drag effect would be much higher on the upper body. Meaning that with an increased upper body length the tall man would experience more drag. Correct me if I’m wrong though!
