From New Orleans here and this is the story. During our Red Dress Run event people are partying and getting drunk all over. It is a VERY common things for people to slap each others butts, but out in the street and NOT to someone working. So I think the girl who did the initial slap was just bringing in some of that street action and didn't really think her action through. I personally haven't gone the last two years, or since the #metoo movement, so can't speak to current street ass slapping protocol, but it was never a sexual thing, like a squeeze or grab, but a playful quick slap.
