DEFENSE

Hire a lawyer. Even if it's just a phone call so the lawyer is on standby. Start googling lawyers that specialize in criminal harassment and stalking, and restraining orders.
Do not speak to the police. If they attempt to contact him, he needs to defer to his lawyer. Be polite and respectful, but also professional.
If he is arrested, he must immediately invoke his right to stay silent and request a lawyer. Again, do not speak to the police. They have a vested interest in writing any and all words he says onto a police report that is then sent to a prosecutor. It is their job to assist criminal convictions even if that means twisting his words. Again, any and all words he says can and will be used against him.
Stop communicating with the false accuser immediately. Do not warn her off by threatening to call a lawyer or the police in the hopes that'll make her stop. It will just cause her to strike first. Say nothing. 100% no contact.

OFFENSE

Hire a lawyer.
Have the lawyer send a cease and desist letter to the false accuser stating that what she is doing is criminal harassment and stalking. If the false accuser actually files charges then she is not only guilty of criminal harassment and stalking but also perverting the course of justice. Both are felonies.
If your boyfriend wants to file criminal harassment and stalking charges against the false accuser hire a lawyer to file the charges. Communication that is malicious, repeated, and causes the victim to fear for his safety qualifies as criminal harassment and stalking. We can all agree that your boyfriend fears for his safety.
If the false accuser takes her accusations public (social media) then this qualifies as indirect criminal harassment and stalking. She may attempt to do that, too, so beware.

Zero chance of proving this. The semen is relateable to him through DNA, but any dates cannot be at all specific.

The problem is that everyone believes a crying sobbing woman. There have been many convictions without proof and even with proof to the contrary (eg all the dates are provably wrong). However you can help by saying nothing at all to the police (they are incentivised to imprison men), and never confessing or apologising (ie tell him this).

Do read up on what to say to the police (nothing, ever). Get legal advice. Make sure he's prepped on all this, have a lawyer on standby who is known to be helpful.

Maintain ZERO CONTACT with this girl. She's a stalker. She will try to get attention (using threats). She might even press charges, then ask to have a meeting to "sort things out". It's tempting to be reasonable, to try and negotiate. But that's a tactic to further get leverage ... "Even when I pressed charges, he met up with me and tried to force himself on me again!"

Point is, she's a stalker and they thrive on contact and attention. The only way to deal with them is zero response, zero contact, zero attention. (This is well studied and well known - read up elsewhere online about it). The important thing though, and the hard thing, is not to fall for her tricks to break through this boundary. And she will.

She won't. Society does not hold women legally responsible for their actions. Even when men are provably wrongfully convicted, the woman is not punished. For cases where it's just a threat, or the the conviction isn't upheld - zero chance of any consequences to her. Society (ie friends, law, publicity) will just say "maybe he did it, it's not provable, this poor victim has done nothing wrong other than try her best to stand up to a rapist". And even when it can be proved she's lying.... everyone will suddenly feel sorry for her and just look for a different man to blame for her actions (father, past boyfriend, etc).

Give up any thoughts of justice for her, it will simply never happen, society is not structured that way.

Semen can last to utmost 1 or 2 hours outside in the environment while that inside a womans body can last utmost 5 days. It will get dried up . Your bf canT even be incriminated if DNA analysis of sperm is done because it is fucking 5 years old sperm , which must have already dried up , and even if she is able to scoup somehow (which is 99% unlikely ) , nothing can be deduced from it because its genetic components and DNA would have broken down to an insignificant Unusable level years ago . This is the only thing that can be done .

Donot entertain her requests . She could use that as proof that you and your bf are guilty otherwise why would you be afraid .

Some dogs just bark a lot and don't bite. However I would advise you both to record any interaction you have with her. Video if you're in person, screenshot texts, record phone calls. Do this as a measure of precaution, she will say some self incriminating shit for sure. He king has this been going on?

Next interaction with her, you two need to find a way to get her to admit that the rape was false. Something like "So you're going to lie about a rape that didn't happen to get back at me? Do you realize how foul you are? What if the court system ever heard you say that (insert her name)?". Get her to spill the beans on record. If you can't do that, just ignore her really. A lot of crazies just seek attention.

Okay, I'm not as knowledgeable (or experienced) as others on this matter, but I've got a (potentially) clever trick to share - but it is risky.

Have your boyfriend turn on his cellphone microphone and confront his ex about the matter. Get her to say "I'll claim that you raped me," to which your boyfriend can reply "but you know it's not true," after which, if you're lucky, she'll say something along the lines of: "So!? They'll still believe me."

In other words, get her to confess on tape. But your boyfriend must be EXTREMELY cautious. He may approach her as having "gone off the deep-end" and just "wanting to chat" in hopes of reaching a compromise (but that, of course, would be a lie to lure her into a conversation).
