Ok, so I was like you in the past and I think I have sorted this out. The essence is to be true to yourself and feelings that means being authentic regardless of what people think of you, also what you think it’s reciprocal in every relationship. There are a lot of ways to command respect, one of them is to tell people to not cross boundaries or just simple silence, ignoring. Silence and absence are great ways to command respect, is not that you’re butthurt, because you’re a busy man and you can replace her hours with productive hours, is just that you deserve better treatment and you won’t give any until the relationship is reciprocal. Flaking is plain disrespect so act accordingly.

The answer is yes. If you aren't responding to her, she knows she hurt you big time. If you don't want to see her anymore, it doesn't matter what she thinks anymore.
I personally try to be polite and will give her a diplomatic answer saying that its ok that she couldn't make it. But I wouldn't try to continue the conversation. If she tried to continue the conversation, I would say that I'm busy for a little while, and I'll get back to her, but never do.
But I know that ghosting is pretty common today, so that can work too.
