Hell no. If she was genuinely sorry that she bailed on the date, her first response would have been to reschedule for a better time.

"Can I call you later tonight and let you know if we can hangout."

She's making it very clear that her precious time is top priority and she might share some of that time, if you let her know she's in control of the situation. Fuck that noise. She should be fighting for your time.

I wouldn't respond unless it's to reschedule. Make her pick a time if you think you would like to see her.

It sounds like she was up late drinking which why she flaked. This is a bit of a red flag, but flaking because of a bad hangover is different than flaking because she just wasn't into you. How old is she?

Her: I'm really sorry, are you pissed?

She does seem to at least be repentant about it, which is good. If it were, I would let her know that I am annoyed she broke plans, but not make a big deal out of it.

Then I would wait to see if she makes an effort to make the date happen. If she doesn't then she isn't interested.

Never count on a girl to call you. Never say ok to that. You call her. Don't say when, beside "later tonight".

"can I call you later tonight and let you know if we can hangout" is something YOU should be saying.

Best response is probably "I'll call you later."

Either she's really sick & didn't say so, or really lying.

I'd write back "no, I love setting up time to do nothing at all. It's like a surprise vacation, just for lunch"

or write nothing.
