It's pretty common. The literal meaning is this:

"Hi, I'm committed now and sex is off the table but I enjoyed you and I dislike the perspective of never having you again. Will you take a non sexual relationship with me?"
If you can answer yes to that, you're good to go.

Now, sometimes we say yes to that one thinking she means this one:
"Hi. You weren't available and I needed validation so I took it from my ex. I'd rather take it from you though. I won't ask you to commit to me but can you commit to fuck me once a week or so? I'd really appreciate that."

Shitty chicks usually mean the second, you know her. But if you're not sure, don't ever say yes to the first expecting the second one.

She wants two things: to still be able to fuck you without anyone knowing about it, and if that fails (like you make it awkward or don't correctly deal with her anti-slut defenses), then to keep you around as her orbiter, so that if something doesn't work out with her borefriend or she gets lonely one day, she can still easily fuck you. Bonus: she doesn't want other girls getting you for themselves, so if you're orbiting around being her "friend" this helps.

That's the bottom line, now you get to decide what you want. It's normal for girls to be like this, but guys are not supposed to know this about them. Otherwise girls would get laughed at when asking for relationship everywhere, not just in the TRP sub. You could easily be in her BF's shoes too, there's absolutely nothing protecting you. It's not about him, or you, it's female "have my cake & eat it too" nature.

This happened to me when a girl wanted to sleep with me and "didn't really have a boyfriend". This is hypergamy at work. You weren't available, so she went back to her ex. Now your available, she wants to get back with you. If you want to sleep with her again, it's worth having her over despite the change in her "relationship status". You could easily escalate

Here's another possible alternative to consider:

She actually wants you to be her boyfriend but you were ignoring her and that drove her crazy. She wants to instill jealousy in you by dating her ex and making you see that she has options which should make you attracted (because that's what works on girls so girls sometimes think that it also works the other way around - same mistake that beta males do).

Damn...I will tell you that I would not have a girl who is willing to do something as shady as telling her current BF that kind of shit anywhere near my life.

And it has served me pretty damn well...still get plenty of chicks and less fucked up skanks and sluts with whom to deal.

But I know that some others think only of the pussy, so there is that side as well.
