Stay in hostel dorm rooms - one of the best ways. Meet and hang out with people staying at your hostel - typically turns into a party at night regardless of the day of week. Do cool stuff during the day with the people you've met. Just make sure you don't get too caught up in partying and trying to hookup, enjoying the act of traveling and new experiences should always take priority.

Find fun and varied ways of meeting people. Look for social groups and events on FB, in the cities you'll be in. Some common groups would include:

Hash house harriers
Couchsurfing groups (Search "Prague couchsurfing," etc.)
If you're into any social partner dances, those communities will likely be represented in all of those cities.
Stay at a hostel! Some advertise as "party" hostels and are pretty cool for meeting people. Some of them will even organize events like pub crawls.

You could pay for Tinder plus and set your location to the next city ahead, and set up dates for when you arrive.

This isn't a great plan though because you'll end up missing where you actually are, and likely won't end up with a great success rate. Also, girls in major European cities get sick as hell of the Tinder Tourist scene and usually don't care for it. Unless you're super hot, maybe.

In Prague it'll be easy as hell - just go to the 5 story super-nightclub right by the river and historic bridge, it's a tourist meat market. Czech girls are not only beautiful but ridiculously friendly and approachable - in fact, they check out guys the way guys check out girls elsewhere. Day game cold approaching is your best bet and would be very successful.

Vienna is a different scene - classy, more uptight, cold approaching in public places is almost unheard of for Viennese, but as an "outrageous foreigner" some might go for it. Expect polarizing reactions. Night life is a lot of Balls, which are fancy dance parties. There's tons of expats and bars and so forth too.

If you're out on a Friday or Saturday, or Sunday around 11am, go hang out by Schottenring tram station. It's a weird and eclectic meeting place and you're sure to make some friends for going out.
