The answer depends entirely on context. If it's been obvious that you're interested in her and you've been flirting with her already, then her complaining about her boyfriend to you is probably a hint that she'll be at least a little receptive to your advances.

If you've been in a friends relationship with her then it's more likely that you're in "the friendzone." But even then, if she perceives you as "high value," it could also be a hint to you that you should pursue.

It's impossible for us to know since we haven't seen the two of you interact. However, I will say that the fact that you have to ask probably means that you're more likely to be in the friendzone.

As for what to do if you want to pursue, it's no different than with any other girl. Just pretend the boyfriend doesn't exist. And if she mentions him, NEVER EVER put him down. If she complains about him, I think the best way to respond is to defend him, but mildly and with a sense of humor about it.

For example, if she says something like "I hate how he always does everything I tell him to do," I would respond with "at least he's not always ignoring you" If she says "he always ignores me!" I would respond with "girls always complain about that but it always seems like they secretly like it" BUT DO IT JOKINGLY.

But try to steer the conversation away from the boyfriend as quickly as possible. That's why making a joke of it works. But if she really truly wants to have a serious conversation with you about her boyfriend, be a decent human being and have the conversation with her.
