you can hit on women anywhere at anytime as long as you have the social intelligence to know when a girl is indirectly telling you she is not interested. Women often do not communicate directly with men when it comes to dating, so they very rarely qill come out and directly say no, so, as long as you can tell when a girl is indirectly communicating she is not interested, there is nothing wrong with approaching women during the day in public places.

If there are any events like a farmers market that would work too. The places with the highest concentration of women would be walking downtown or in malls.
