Things you are probably doing wrong:

You ask for the number too soon in your cold approach, in other words not enough connection and attraction created in your approach. Try to spend 10 mins talking with a girl and make sure that 80% of the things you say aren’t questions.
You initial texts do not spark any emotions, “it’s me from the other day” sounds dull, boring unimaginative. Also after a few days have passed she is already kinda forgotten how you made her feel so a boring message like that when she is cold about you just won’t get you the results you are looking for.

Half the numbers you get from cold approach will reply. However a lot arent interested in meeting. You need several to reply to get one thats interested. And when she finally does meet, its likely you wont see her again. Thats cold approach for you

Get use to flakey girls. And needing several numbers to a date. Youre actually doing good. Youre expectations are far from reality. And thats were you gone wrong

Also. When you get their number wait about 20 minutes or so and text, "nice meeting you, bob. Text them the next day for a date. And dont beat around the bush

Make plans during the cold approach. Text quickly after and say hello. After she replies, send a “let’s do X thing that we talked about at Y time”. The non neediness should come through in person, not through your texts.

They don't find you attractive when you approach and are just giving you a number so you can go away. Fix your approach. It is almost always a confidence issue.

Mix it up. Why don't you try to see how long you can talk to a girl in set? See if you can do an instadate for at least an hour.
