How can you tell they want to talk to you but don’t because they’re too shy? I can understand preferring guys that make the first move, but shyness is generally detrimental for pursuing your values and there’s plenty of time for that later in a relationship. Why don’t you want to make the first move? What counts as making the first move? You could go sit nearer to them, make eye contact often and smile, give a small wave.
