When I'm in my get as many women as possible phases, I'm taking massive action but also getting massive results.

I feel what your saying, I do but it is also clear that you shoot your shots and whoever is interested cool, if not, you move onto next.
But read this young man's, post, he is in dire need of confidence. Women run at first sign of desperation.
When I'm at the bar, I am there to have fun and enjoy my friendships not to pursue women. Being easy going and fun in nature exudes confidence and when a women gives a sign then I approach.

Those are the YES girls and if you have a little bit of a clue on what's going on you can probably get them.
But most of the girls you could get are the MAYBE girls, this is where proper good Game comes in.
The better your Game, the more of these MAYBE girls you can convert into YESES.
I usually sleep with 100+ girls a year for the past decade, I'm no Chad, but I've made up for my looks by learning great Game.
If I just relied on girls who thought I was hot, my numbers wouldn't be anywhere close to that.

What about the 4 months before in your old city?
Is 3 girls a year, an average year for you or?
Meaning are you where you've always been or you used to sleep with 50+ girls a year and now you're struggling or what?
Maybe consider getting with a girl who isn't up to your normal standards to break your dry streak to get some confidence back.

Do things that you are interested in, like you said if not for girls you wouldn't go to a bar/club, go play sports (golf,tennis,hiking,rock climbing, soccer etc etc), maybe cook for yourself if you like, spend time with your male friends and when the time comes or an opportunity occurs shoot your shot. And you don't have to go to a club/bar, fancy places to meet women, you could ask someone out buying groceries,window shopping for something etc etc anywhere. Just don't try to hard. This comes from someone who is trying to meet girl's but not having the courage to approach them.
