This 'close friend' of hers that tipped you off, probably went straight back to her buddy and told her that you were showing interest. That's the MO of girls everywhere and in this case is a good thing, because it means she may be expecting you to ask.
If there's an expectation, best to be direct - because any dithering will seem extra awkward and creepy.
I would suggest simply asking: "Are you still looking for a date for the prom?" It's a tiny bit indirect, but it still broadcasts your intentions clearly and confidently.
From here she can say 'no'... it's an easy out that doesn't reject you directly but provides an escape if she really isn't into the idea.
If she says a clear 'yes', follow with "would you like to go with me?". Simple.
She might say 'yes' in a funny, questioning tone, like "Yeeeeesssss.....?" in which case she's testing you. The test is: can you ask her out without turning it into a big, serious, high-commitment emotional hassle? You can! The easy reply is 'well...' mimicking her tone: "Weelllllllll...." followed by the sincere "would you like to go with me?".
If she seems unsure after all that, **in a lighthearted way\**, you can give a deadline: e.g. "The invitation expires at midnight!" or whichever comment feels right for your rapport.
It may feel like you have a lot to lose but really you don't. Good luck.

That’s a tough one. I’d be polite, introduce yourself to make sure she knows your name. And then I’d ask her if she’d like to go to prom with you. I’d say you wanted to ask her a long time ago but heard she was going with someone else but now your wondering if she’s available?

Yes one of her close friends told me she’s available.
Im not 100% sure on how to start off the conversation. I mean she knows me. We know each other through friend groups and stuff but we have never talked to each other.
If say I approach her in the library, be direct and ask her straight away, then she says yes, do I continue to make some small talk? Or do I say something like “sweet thanks, see you around” then leave (and maybe try to talk to her more when I see her around in school leading up to prom)?

Hey, that’s good, she knows your name. Don’t introduce yourself. Stop by the library and ask her if she’d like to go to prom with you. Tell her that you’d like to know her better, and if you can text her later to make plans. As you don’t know each other too much, don’t try to get to know everything about her in a single conversation. Small talk may be you asking her what she likes to read, and whether she enjoyed reading Romeo and Juliet or Harry Potter better.

UPDATE: she said yes!! i was direct with her, told her I thought she was cute and if she wanted to come to prom with me. i didn’t act surprised or overwhelmed but once I got outside I was ecstatic.
We’re all going to die in the end where nothing will matter anymore. Life is meant to be lived and enjoyed. I just thought of how I would regret it if I didn’t do it, and how many missed opportunities I would have that would stay with me forever. Sometimes you gotta say fuck it and just do it. I backed out as I was walking towards her two times but on the third try I just went straight in, even though i felt nervous.

update 2: she changed her mind as she said we weren’t really close (which is true as we never talked before), and that she feels it will be awkward on prom night which is very soon (next week). I offered to hang out with her a couple of times leading up to prom, but she said her decision was still concrete. I respected her decision and told her to take everything I said as a compliment.
If I had to be honest, it hurts. I was a bit sad. But I guess she saved the both of us time and hassle. This was just another journey in my life. I’m glad I took the opportunity even though I didn’t get what I wanted. I think things happen for a reason and I can only learn from this experience and become a better version of myself. Thanks once again everyone.

Start off with a little small talk but don’t make it boring. Girls hate boring shit
Then shift the conversation towards prom and pop the question.
Like the guy above said, don’t just say “Cool thanks” and leave. If she says yes you should honestly just ask if she wants to hang out sometime before Prom bc it might feel like an awkward night if you just ignore each other until prom night

Don’t say “sweet thanks!” That makes you sound 12. I’d just act like you don’t know for sure if she’s available for the dance. Don’t look like your stalking her. Tell her you wanted to ask her a long time ago but didn’t when you heard she was going with someone else. But you weren’t sure if she was still going with him. Play dumb. And ask her maturely and politely. If she says yes, tell her, “Great! We will have a wonderful time.” Don’t over due it. Be mature and polite. Get her number to Make plans later.
