Maybe or maybe she thinks you're a creep. Have you tried a smile yet? Or maybe just addressing the group and gauging their/her reaction?

At this point you better do something quick because if there is an attraction there, the lingering eye contact can move from "oh heyyyyy" to "9-1-1 what's your emergency" pretty quick.

I say with that eye contact, address the group while maintaining eyes with her - "nice to see you again ladies, another beautiful day" or something friendly and benign. Definitely smile and watch their body language. Might even want to slow your pace or stop and stretch right when you see them coming cause if they stop, that's a damn good sign.

PS. write back if they mace you.

While you try to analyze if she is giving you singals or not, another guy who doesn't give a fuck about singals, steps in, hits on her, asks her out, and because she loves his confidence, she accepts while you keep trying to avoid rejection. Women don't respect men who play it safe, they respect men who have no objective reason to believe they can succeed and try anyway. This ain't about avoiding risk mate, it's about embracing it. You don't approach because she indicates without talking she is interesed, you approach because you are a fucking man and you do whatever the fuck you want, and if she is not into you so be it, you wish her a nice day that's it.

No. Eye contact doesn’t mean attraction. She’s probably just being nice, but the moment you approach her she’ll no longer think you’re a kind stranger, but a creep.
